These three unique beings were sent by the gods as observers and messengers. In other words, they were created to witness the goodness and evil of humans.and to report it to the gods. Kikazaru watched the evildoers and reported them to Mizaru. Mizaru, in turn, passed the message on to Iwazaru, who decided on the punishments to be meted out to the evildoers.
The story teaches us not to listen to anything that makes us act badly. It urges us to avoid speaking without reason and not to see evil actions as natural.
